This decision was made in recommendation of the minister of Justice, Ernst Hirsch Ballin. The cabinet chooses not to alter the existing system because it is in awaitance of the outcome of the discussion concerning the Gerkens files. The authors rights taskforce has stated to abolish the charges on all information carriers within the next three years. In this period of time the music industry should have enough time to conceive alternative (internet based) business models.
Additional charges for digital memory media will then no longer be necessary.
The ministers has chosen to freeze the current model for the timeperiod the taskforce suggests in which to gradually decrease these charges to 0%. The department of Justice comments "This timeperiod enables us to debate the future of this system and to imply any possible measures". As of yet the council of ministers is in debate about the Gerkens files.
