The rights organisations in the Netherlands have united to create a single sector organisation, for which the top priority will be improving the existing image. This will be the Vereniging van Organisaties die Intellectueel eigendom Collectief Exploiteren (the association of organisations for the collective management of intellectual property rights), or VOI©E in short.
The former Dutch secretary of state and Minister of Justice Aad Kosto has agreed to serve as chairman for the new sector organisation.
Aad Kosto says, "Intellectual property rights have been in the firing line for some time in the Netherlands, which is not a good thing. Rightly or wrongly, there have been complaints from various parties for too long now. If it’s not about remunerations, then it’ll be about the lack of transparency or efficiency. It is widely known that the business sector is not always very enthusiastic about the fact that copyright and neighbouring rights have to be paid. However, that's the way it is. It seems that there is a need for things to be made clear, though, emphasising the reasons why and improving accessibility. This is what we will be focusing on."
In order to improve this accessibility, VOI©E will act on behalf of the rights organisations involved as a central point of contact for the business sector for questions about exercising copyright and neighbouring rights. In addition, it will also serve as a reporting centre that people can contact with general criticisms or complaints.
Aad Kosto says, "Obviously, VOI©E will not take over the roles of the individual organisations. Day-to-day operations are, and will remain, the responsibility of the individual organisations. VOI©E's efforts are focused on improving the current image and enhancing mutual understanding. In addition, we will be closely monitoring the observance of the code of conduct that the rights organisations themselves have developed. This defines the way the organisations are to behave, not only in their relationships with those who are liable for the charges, but also with their members. It is a result of self-regulation that is unique in its field within Europe."
